The International Society for Military Law and the Law of War is proud to announce the implementation phase of a high profile project aimed at producing a Manual of the International Law in Peace Operations. This project is intended to serve both academic reflection and practitioners.

The project is inspired by the 1994 San Remo Manual on International Law Applicable to Armed Conflict at Sea and the 2010 HPCR Manual on International Law Applicable to Air and Missile Warfare. The target audience is comprised of staff personnel, senior level commanders, legal advisors and scholars.

The project is implemented by a number of bodies. The overall academic leadership of the project will be entrusted to three Senior Academic Advisors, Dr. Dieter FLECK, Professor Terry GILL and Dr. William H. BOOTHBY.

The Manual is intended to provide for the first time an authoritative exposé and critical assessment of the law applicable to the planning and conduct of peace operations. It will consist of black letter rules and an accompanying commentary, offering a detailed guide to relevant areas of international law.

The Manual will be published by a leading academic press in English so as to reach the widest possible readership. Translations of the black letter rules into one or more UN official languages other that English will be envisaged after publication of the original English version.
